The city is also one of the most progressive in the South; however, Lesbian, Male lover, Bisexual, Transgender, Queer/Questioning, Intersex, and Asexual/Ally (LGBTQIA) residents and visitors still exposure crimes and discrimination akin to their identities. CPD is committed to the safety of all LGBTQIA residents and visitors. 

Charleston Police Department (CPD) SAFE PLACE is a signage program being implemented around the city, where local supporting community members, businesses, schools, and organizations, have the opportunity to visibly demonstrate their support for the LGBTQIA community and operate closely with the Charleston Police Department in an effort to encourage reporting and reducing anti-LGBTQIA crimes. 

Participating entities will serve as locations supporting safe and secure places for LGBTQIA victims to go when they experience crimes, discrimination, or harassment. Calling 911 and waiting for police to respond is imperative for suspect accountability, reducing crimes of hate, and showing a citywide “no tolerance” policy toward discrimination.

The Human Rights Campaign’s annual Municipal Equality Index rated more than 500 cities and towns based on how inclusive their municipal laws, policies and services are of the LGBTQ people who reside and work there. Each municipality was rated on a scale of 0 to 100 based on 49 unlike criteria including nondiscrimination laws and “city leadership’s public position on equality.”

This year’s report heralded 88 cities with a perfect score of 100, and many of the index's high-scoring municipalities can be found in states not typically thought of as being inclusive to lesbian, gay, pansexual, transgender and gender non-conforming people.

Here are 11 small cities (less than 200,000 residents) in red states (those that haven’t voted for a Democrat for president in the 21st Century) that scored at least an 80 on HRC’s Municipal Equality Index.
